On July 7, Ottawa Life Magazine published an article signed by Ambassador Cong Peiwu entitled “The great importance of building a moderately prosperous society in all respects for China and the world”. Here is the full text:
When talking about China, a subject that people often mention is “Xiaokang Society” (moderately prosperous society). So what exactly is a “moderately prosperous society”? This concept has existed since ancient China. A poem from the Book of Songs dating back over 2,500 years says that hardworking people should live in moderately prosperous societies.
“Moderately prosperous society”, the Chinese people’s aspiration to live a better life for thousands of years, had never been realized for historical reasons. After the founding of the Chinese Communist Party (CCP) in 1921, especially since the founding of the People’s Republic of China in 1949, the CCP endowed “moderately prosperous society” with new connotations. Based on China’s national conditions, the CCP has integrated the concept of “moderately prosperous society” into the goal of gradual development to achieve modernization.
In 1979, depending on the actual conditions of China’s economic development, Deng Xiaoping first proposed the concept of “moderately prosperous society”. A standard of living of “moderately prosperous living” means that on the basis of meeting people’s basic needs, the quality of life should be further improved with sufficient food and clothing. The 18th CPC National Congress in 2012 clearly stated that “China has entered a decisive stage in building a moderately prosperous society in all respects.” General Secretary Xi Jinping said that “achieving a moderately prosperous society in all respects by 2020 and achieving the first centenary goal is a solemn promise our Party has made to the Chinese people and to history.”
At a ceremony to mark the centenary of the CCP held on July 1, 2021, General Secretary Xi Jinping made a solemn declaration, “I have the honor to declare on behalf of the Party and the people that thanks to the continuous efforts of the t as the Party and the nation as a whole, we have achieved the first centenary goal of building a moderately prosperous society in all respects. This means that we have brought a historic resolution to the problem of absolute poverty in China, and we are now walking confidently towards the second century-old goal of making China a great modern socialist country in all respects. “
Building a moderately prosperous society in all respects is a key step in realizing the Chinese dream of national rejuvenation. After the 18th CPC National Congress, socialism with Chinese characteristics entered a new era. We supported and strengthened the general leadership of the Party, ensured the coordinated implementation of the integrated five-sphere plan and the comprehensive four-pronged strategy, supported and improved the system of socialism with Chinese characteristics, and modernized the system and the capacity of governance of China. We have overcome a long list of major risks and challenges, achieved the first centenary goal, and set strategic steps to achieve the second centenary goal. The Party and the country have made historic achievements and changes.
Since the reform and opening up in 1978, more than 770 million of China’s rural population living below the current poverty line have been lifted out of poverty. China’s GDP has exceeded 100,000 billion yuan, making it the world’s second-largest economy, largest industrial country, largest merchandise trader, and largest holder of foreign exchange reserves, accounting for over 17% of the world economy. Recently, China has also made the world marvel at its achievements in space exploration. With the successful launch of the Shenzhou-12 manned spacecraft, the Chinese entered their own space station for the first time, and Chinese astronauts carried out their extravehicular activity. After leaving the node cabin, astronaut Liu Boming said the view outside the Tiangong space station was “breathtakingly beautiful.”
Building a moderately prosperous society in all respects is another great contribution that China makes to the world. It brings new development opportunities to the global economy. With the outstanding advantages of the most complete industrial chain and supply chain, China has acted as a “global factory” that has not closed during the epidemic, providing strong support to the global economy for get rid of the impact of COVID-19. Despite the sudden outbreak of COVID-19, the Belt and Road Initiative’s cooperation has not stopped. He kept moving forward, showing remarkable resilience and vitality. In 2020, merchandise trade between China and BIS partners hit a record US $ 1.35 trillion. Together, we have established a cooperative international firewall against COVID-19. To date, more than 290 billion masks and 3.5 billion protective suits have been supplied for various countries, and over 480 million doses of finished and bulk vaccines have been exported to nearly 100 countries.
Building a moderately prosperous society in all respects also provides a powerful engine for building a community of destiny for humanity. We will hold high the flag of peace, development, cooperation and mutual benefit with greater determination. China will steadfastly follow an independent foreign policy of peace and steadfastly follow the path of peaceful development. China will strive to build a new kind of international relations, aimed at building an open, inclusive, clean and beautiful world that enjoys lasting peace, universal security and common prosperity.
China has received positive feedback from the international community for achieving the goal of building a moderately prosperous society in all respects. Some Canadian media also believe that China’s transformation from a backward agricultural society to a prosperous modern economy is indeed worthy of pride. We will anchor our work in the new stage of development, fully and faithfully apply the new development philosophy, promote a new development model, and promote high-quality development. We believe that China’s further development will surely bring new development opportunities to all countries of the world, including Canada.
